CCES Announces Updated Canadian Anti-Doping Rules Now in Effect

October 05, 2010 (Ottawa, Ontario) – The Canadian Centre for Ethics in Sport (CCES) informs the Canadian sport community that an updated version of the Canadian Anti-Doping Program (CADP) is now in effect. These rules belong to sport organizations and athletes and govern how anti-doping is conducted in Canada.

Please take note of the following changes:

– The Therapeutic Use Exemption (TUE) process now applies to a smaller group of athletes. A new Medical Review process applies to the remaining athletes.
– The World Anti-Doping Agency’s (WADA) Athlete Biological Passport Operating Guidelines (Rule 6.1) were incorporated, including four new annexes for collection, transport, analytical and results management requirements (Annex 6H-J, 7A).
– Whereabouts submission dates were clarified to synchronize with ADAMS submission deadlines of January 1, April 1, July 1 and October 1 (Rule 6.98).

Sport organizations are not required to re-adopt the CADP. The program’s revision rules (1.28-1.30) allow changes to be made providing there is stakeholder consultation and substantial agreement. The CCES thanks the sport community for providing feedback in response to our June 30 advisory note.

The CADP will be further updated on January 1, 2011, when parts of the federal government’s policy document related to anti-doping will be incorporated directly into the General Principles (Rules 1.0-1.3). Revisions to the General Principles require a six-month consultation period. Feedback can still be provided on these revisions as described at www.cces.ca/cadp2010.
